Not exactly.
They give you a fortress out in the middle of nowhere. But you have to build it up to a certain level so the game can progress.
Baldurs Gate 2 was a lot better. Depending on your character class you could have:
A small room in the Paladins headquarters.
A fortress out in the middle of nowhere (but it was way cooler).
A thieves guild, complete with thieves.
A druids grove.
A playhouse, with players, and a show.
A huge planar sphere with fire rooms and ice rooms and little imps to make magical treasure for you and there was a switch for dimensional teleportation as I recall.
A region (Actually, you were charged with its protection, you didnt really own it).
Yup, way better than most things the Elder Scrolls came up with.
Of course, because of the modular design you could have all the houses in those games plus any plugin mods that home users made.
Oh crap!
I forgot about the Private Mobile Base for Morrowind. That was much better than anything else ever made.

It has all kinds of useful rooms. And plenty of fun ones as well.
It can teleport all over the continent and can teleport YOU to several places as well.
