Can Office A reach Office C (and vice versa) if both VPN tunnels terminate to the same outside interface? I think this won't work because traffic can't come in and out the same interface?
 
why would you not be able to get it to work with one interface.. as long as the interface is the internet it should work fine. Companies worry about people VPNing to their company while having another VPN because it will connect the two networks.. why would you just not have two VPN connections going from each location?
 
It's done all the time. However depending on what VPN product/technology you have you may have to specifically allow spoke sites (office C and A) to communicate with each other.
