Router going bad?

I have comcast 20+ MB download package. When I download a file going threw the modem and the wireless router Dlink 4500 (Its about 4-5 years old) I get about 1.3 megs down. If I go threw just the modem and download the same file I get almost 3 megs down. Is this a sign of a router going bad or just the overhead of the router and the modem together?
 
I have had older routers choke on higher bandwidth connections. A network I recently setup had a 50mb connection and for fun I tried to utilize that through a wrt54gs and the results were trash. The router's cpu usage would spike and choke on all the data. Linksys E3000 was the solution to that problem.

Remember that most internet speeds are rated at megaBITS/s and when you're downloading a file it's typically presented as megaBYTES/s, which will be about 1/10th(with overhead).

So I've got a 25mb package from comcast, i get around 2.5MB-3MB down, which is what I expect.

Also, i've gone through my share of DLINKS from that time period, they're pretty bad. 😉 You already got a new one, so good luck!
