I'd bet they would have been in their rights confiscating the TV... They did him a favor allowing him to keep it for Toshiba to exchange...

They aren't allowed to ignore a rescue beacon. (period) hence the fine for a false one, which the TV posesses...

Pretty cut and dry.
 
I suspect RossMAN couldn't find a Hot Deal and has resorted to kidnapping high tech appliances, hence the distress call.
