Root certificate update + Win7 ?

I read before that the root certificates are automatically downloaded on windows 7. However this month, Microsoft has an optional update for root certificates.
Does anyone know why that is?
 
This would be the first I've heard of Win7 automatically (silently) updating the root certificate store.
