Roommate's dog chewed up laptop adapter, now laptop will not turn on

A few weeks ago my roommate's new puppy chewed up the cord of my laptop adapter. I tried tried to turn on my laptop after that happened, but it was dead and nothing would show up when I pushed the power button. I figured that it must be because of the chewed up adapter cord so I ordered a new one on ebay. Well, I just received the new adapter today but my laptop still will not turn on.

So I want to know: Could this be due from the puppy chewing on the adapter or is it another problem? If not, then what could be the problem with my laptop? I had a similar problem last year with my monitor when stopped working after there was a power outage, which is why I suspect that this problem might've been caused by the puppy. Any thoughts?
