what frequency is wirless video transmitted on? Could it be easily confused with another wireless signal?

don't know, probably 2.4 Ghz. So sure your neighboor could set it off.

ok but is there a way for a device to say "yes absolutely this is definitely a wireless video signal and nothing else"
I say no since a signal is just radio frequency converted to ones and zeros and vice versa.

If not, than unplug all devices that transmit a wireless signal, phones, routers, etc.....
One by one plug each in to see which device was setting of the scanner.
But if you still pickup a signal even with the breaker turned off, than it would be hard to pinpoint where exactly the signal is coming from... a nearby home or maybe there is something in his house transmitting but I wouldn't know how you would actually locate it without doing a full complete physical search of the house.
