Dude, your p!ssed at the wrong folks...
First of all, I bought GTA3 last night as well--I have never purchased a game on release day before...at least in recent memory...so this was a new experience for me. I run a 1000GHz athlon OCed to 1100 GHz, 256 MB RAM, and a GF2 Pro. I have been running XP as of late as well. I experienced no such problems running the game. Granted, there are some frame rate and refresh issues...but not as severe as I have seen in other early-release products. These will be hammered out soon. Not to defend Rockstar, as this game is clearly not as polished as one would like it to be.
However, with that said, if Microsoft has a broken piece of the OS, how can you blame that on Rockstar? I am a developer myself...I write code for Microsoft platforms, and trust me....it is hard enough to write good, stable software. In addition to worrying about your own stuff, you also have to worry about what pieces of MS's stuff are unstable or simply don't work as documented. This, in particular, seems to be a relativley oddball issue, so the fact that they even know something about it at this point probably means that their testing process is acceptable. Likewise, I don't believe the code your looking for to fix this is actually beta code. I had the right version of the DLL, and I've done nothing but run Windows Update...So, before you get in a huff and go bashing someone across the net, be sure you have the facts straight. If you are going to bash Rockstar (which may very well be warrented), you should take MS with you.
