Rockband 2, Pedal and Practice Pad?

I'm looking at buying a new pedal for Rockband, but I can't figure out what the deal is with the practice pad. Can I use a custom pedal (like this) without the pad? What does the pad even do in this case?
 
Can you link to the pad you're talking about? In the link you provided, it looks like the pad is the actual interface (you hit the pedal, which slaps the pad, which causes the game to recognize a kick drum hit) instead of the pedal itself. Those look like genuine kickdrum pedals, not game accessories. It also looks like the pad in the link works only with GH:WT.

I haven't really picked a specific pad but there are some for Rockband. You can buy pedals that were real bass pedals modded for Rockband, which I'm going to assume can be used independently. What I'm not sure of is if the pad is for effect or if it's necessary.

It's very dependent on the pedal, so you should just ask whoever makes it if the 'pad' is necessary. The original RB pedal just uses a magnet which when pressed gets close to the magnetic switch and triggers it. I've seen real pedals modded the same way, where theres a magnet attached to the bottom of the pedal and the switch is in the base just like in the original pedal... it's just really high quality. The pedals you linked to though look like they modded an electric drum pedal to work with the games. That means they work more like the drum pads, and the physical force triggers the piezoelectric switch and registers the hit. If that's the case then yes, the 'pad' or back of the pedal is necessary.

Long story short, just ask the guy selling it as we have no way of knowing.
 
the pedal in the link uses a magnetic switch. you do not need a beater and a practice pad, but it may feel better to you, as it will better simulate a real bass drum.

you can easily make your own setup with a $5 switch and a cheap used pedal. will definitely cost less than $85.
