roaming question

my uncle wants to get t-mobile but t-mobile is not available in madison. if he goes to milwaukee, and proceeds to start a plan in the store but under his address in Madison, would that work? i think means he's on roaming all the time in madison? does t-mobile do this?

well the thing is that my family is under t-mobile's family plan and if his family got t-mobile, they would be able to call us free.
