RMClock and Semprons

I can't seem to underclock/undervolt my laptop with my Sempron. My friend has this exact same laptop model, but has a Turion, and is able to adjust his voltages. Is there something wrong with what I'm doing, or is this one of the drawbacks to a Sempron?

If by not having power now you mean you don't personally get to control it, then yes there are; but it still has an adjustable multiplier. 4-9x. Something controls it at a level lower than what RMClock can do. Anybody know?
 
My 3300+ has a lower bound of 1.075v.
It's a little frustrating actually because if I set my Broadcom WiFi output to anything less than 100% the internet loads like a 33.6k with a stick up its arse, and if I did set the wifi to 100% output the laptop hits the juice harder than an anorexic girl wolfing through air-popped popcorn.
