RLMFC.DLL Required Error Message-Where can I get this file?

I have just done a new install of Win98FE on a new computer and went to install 3DMark2k1se and it will not start the the installation and gives me the RLMFC.DLL error message. Does anyone know what this DLL is for and where I can find it?

Surely this has happened to someone before, although searching did not yield much information-even at MS' knowledgebase. Any suggestions would be greatly appreciated. I have already reinstalled DirectX 8.1 and the most recent Video Card drivers(Radeon 8500) from ATI's site.
