If you have Nero Ultra version and you open a video file to burn to dvd, then edit the file, there is a snapshot option. Nero is excellent software anyway, so if you don't have it, it'd be worth picking up.
Another method (which will work for any application you need a screenshot for):
Play the dvd and pause it on the frame you need. Hit alt + prnt screen (usually located near the top right of the keyboard). This will save whatever is on the screen of the current application. Open photoshop, imageready, etc and paste the clipboarded data. You can then just edit out the stuff you don't need (if the dvd player wasn't in full mode) and save to desired format.
