Rim size and tire size.

I got an old 94 ranger that has currently on it 225/70/14 tires on it, was wondering if the rims could handle 215/70/14 tires? anybody know?

They will, but don't expect your speedometer/odometer to be correct.
And you'll lose some clearance underside.

that doesn't bother me to much. although isn't the 70 the height, and the 225/215 the width? therefore the height should stay the same and the speed shouldn't get thrown off too much?

why go smaller? id pop some 245 on it, or just find a 16" rim and get 225/ 60 or something to even out the height issue. there are calculators online at most tire sites that will tell you the speedo % differences as well. my truck came stock with 225/65 on it i think, and i put 265/70 on it. still have a big difference in speeds tho, 60mph is actually 66.8 or something like that.

Yeah, I was looking for the cheapest possible. Its an older truck and didn't want the tires to be worth more than the truck itself. found some at firestone for like 60 a tire, with a buy 3 get one free. 225s were a bunch more.

You shouldn't have any issues and the speedo will read a bit faster, so you won't be setting yourself up for a ticket or anything. You'll rack up "mileage" a bit quicker, but I'm guessing you don't care on this truck.

215's will also do better in the snow, fyi. It's a smaller contact patch with more weight on it, resulting in more pounds per square inch. If you can get 215/75/14 sized tires, your speedometer will only read 1.1% too slow instead of 2.1% too fast.
