1. What YOUR PC will be used for. That means what types of tasks you'll be performing.
Gaming (Starcraft 2 and Source Engine stuff mostly), Web Surfing (Chrome), Web Dev (Eclipse Java), mp3s - all at the same time on two 1600x1200 monitors.

2. What YOUR budget is. A price range is acceptable as long as it's not more than a 20% spread
$1500 shipped (Rebates OK) - ballpark

3. What country YOU will be buying YOUR parts from.

4. IF YOU have a brand preference. That means, are you an Intel-Fanboy, AMD-Fanboy, ATI-Fanboy, nVidia-Fanboy, Seagate-Fanboy, WD-Fanboy, etc.
None - prefer whatever is good price/performance

5. If YOU intend on using any of YOUR current parts, and if so, what those parts are.
Keyboard, Mouse, Speakers, Webcam, USB Hub, Headset, 2x(Samsung 1600x1200 LCD DVI Monitors), Win 7

6. IF YOU have searched and/or read similar threads.
I keep an eye on anandtech, toms, and some deal sites. I don't feel confident in choosing a mobo or PSU and I never seem to get quiet construction quite right. (I've built before - they don't sound like airplanes, but my builds are louder than prebuilts :( ).

7. IF YOU plan on overclocking or run the system at default speeds.
Run at default.

8. What resolution YOU plan on gaming with.
2 16x12 monitors right now. Gaming on one. Everything else on the other.

9. WHEN do you plan to build it?
Within a month. EoY at the latest.

10. Don't ask for a build configuration critique or rating if you are thin skinned.
Check.

Other Comments:
No bling necessary. Quieter than average would be nice-doesn’t need to be absolutely silent. Single GPU preferred. 2x1+T hard drives preferred over SSD. Though, I will probably upgrade the system drive at a later date.

Since you want just single gpu, you might as well go with socket 1156, so maybe something like this......

Case - Coolermaster Haf 922
PSU - Corsair TX 750 watt
Motherboard - Asus P7P55D-E
Ram - Corsair xms3 2x2gb DDR3-1600
Cpu - Core i5 760 2.8ghz 4core/4threads
Harddrive - Western Digital SATA III 1tb 64mb cache
DVDrw - LG 22x dvd-rw
Video - EVGA Geforce GTX 460 1 Gb

I didn't price this out in US Dollars, but it would be quite a bit less than 1500 and more than capable of what you want to do. If you want to spend a bit more, you could substitute the following

CPU - Core i7 870 2.93 ghz 4core/8thread
Videocard- EVGA GTX 470


still well within your budget and more than capable. The motherboard also has USB 3.0 and SATA III so you're all set.

chelhxi, you're recommendations are almost perfectly in line with what I plan to build for my friend (proposed rig: http://forums.anandtech.com/showthread.php?t=2104983). Only difference is I was looking at:

Considering he's keeping speeds stock, would you recommend the 760 over the 750? Is it worth the bump in price?

Thank you for the recommendations. I was expecting the best value to be a Phenom II 955 and a Radeon HD XXXX.

But I'm here to hear your more up-to-date wisdom and I thank you!

Is there anything special I should know about CPU cooling for this build or is a retail CPU fan going to be fine?

XFX black edition over the Corsair HX/TX, but besides that it seems fine.

Good concept, but there are quite a few places that the OP can save some money while retaining equivalent performance.

Swap 750TX for 650TX
Swap P7P55D-E for GA-P55A-USB3
Swap Ram for G.Skill DDR3 1600
Swap HDD for Samsung F3 1TB
Swap EVGA GTX 460 for MSI Cyclone GTX 460

OP, for a cheap cpu cooler a Coolermaster Hyper 212 plus is still considered the best bang for buck cooler, will allow a lot of overclocking as well. I am going by prices at local shops where I live, but a Core i5 760 is currently the same price as a 750. My personal preferences are always Asus for boards, Corsair for ram, but of course if you can get a much better deal on Gigabyte or Gskill they are well know brands as well. It's probably better to pay a little more for a 750w or greater psu, so in a couple years you can upgrade to the latest greatest gpu if you want with no worries about power.

Quiet enough?
Does it need an after market cooler if I'm not OCing?
Is the Radeon a terrible choice?

Your choice of CPU&graphics suggests you are trying to blow the budget on parts where there is a big mark-up for a small gain in performance, all on the more expensive 1366 platform.

The recommended build choices above save serious money without compromising much in the way of performance. If desired, the savings can be put towards something that does make a difference, such as a larger, higher-performance SSD (Intel G2 or G3).
