I'm just going by Consumer Reports on this. I will say that my Bolens self-propelled does a great job, but if they made a ZTR I'm sure it would cost an arm and a leg. I'll say that for the $2100 I spent on the Toro I'm very happy.

Is your Toro a "recycler" model?

But seriously, if it's not made to have the exit blocked then your deck is going to get clogged and it won't cut very well. You may be able to buy a mulching kit for it that would contain the grass under the deck.

A mulching deck still spreads the grass around quite a bit (unless you have your cut set to 1/2 inch), just not as much as a standard deck
