He was apparently a better administrator than other Trump appointees. He didn't try to break the department.
When he was appointed I remember reading a story about how he was taking the position seriously and was really working on learning what the DoE actually did. At the time I was WTF is he doing there, but compared to the rest of the Trump appointees he was great.

Well he held an executive position as Govenor of Texas. He may be a dufus, but I think he actually understood how government is supposed to work, unlike the other "best people" cabinet members.

This, my gut tells me he’s like Bush Jr. Actually wants a functioning Government, wants to cut costs, doesn’t want to take bribes or real sleazy deals but an occasional back room deals are okay.
I don’t picture Perry leaning on some Ukraine guy to find dirt on Biden.

Yeah but the problem is that the position was previously headed by a nuclear physicist... Actually, the previous THREE appointed were nuclear physicists.

So yeah, put in any standard governor, congressman/woman, etc... and they will always look like a complete idiot in comparison.
