Rgistry permisions don't stick.

I am trying to deny write control to a key for all but administrators. I use the custom settings to deny write, delete, and anything else with write or modify. There were injerited permisions which I dissabled as I could not change them. I set my deny permisions to for this key and subkeys but when I aply it says subkeys only and the program can still modify the subkey. How can I make my settings stick.
