Returning Processor

My processor wont run stable at stock vcore and stock volts. I checked them, and they are only about .04 volts under 1.4. I have never returned anything before, and am wondering if this is a valid reason for returning the processor.

It is a valid reason. What is your CPU temp?

Certainly valid--there was a bad batch of those Winchesters that fails Prime at stock speed. As long as you haven't overheated the CPU by user error or something, you are fine to return it.
