Returning Printers

Hi, a friend of my posed this question to me today:

"What is keeping me from buying a new laser printer, replacing it's catridges with the old and empty catridges of my old printer, and then returning it the printer (which now has empty catridges)."

Other that it is WRONG to do so. Would there be any other risks?

Any way to tell if the cartridge of a laser printer is empty by just looking at it???
