retrieving files in windows problem

I was running into troubles with windows where I couldn't even boot into it when not in safe mode (some config files were corrupted). I reinstalled windows on top of my current windows so I could at least save word, music and other files to an external hard drive and then wipe it completely (my old windows was so corrupt that it didn't recognize any external drives plugged in). The problem now is that most of those files were in a user folder and now that I have a different user folder it is still there but it says I don't have access to view it (the user name for the old account is different from the new one so it didn't overwrite the files with empty folders) What should I do to gain acess to an old user folder?

EDIT: I should note that the files are still there according to the disk used space.
