Do the retail HSF's that come with the A64's come with a backplate?

No, I have 2 retail cpus and neither one did.

Thanks for the info. I am in the process of selling me Neo2 and 6800GT for the Evga 7800Gt bundle and I found out that the Evga Nforce4 board does not come with a backplate. So now, I guess, the hunt is on.

Is the 6800gt OC Pci-e or AGP?

How could that board not come with a backplate? They can't make you go out and get one because in order to install any heatsink except a few aftermarket ones you need the standard backplate.
