restricting access to a mac

so, my brother got some pretty bad grades, and my mom is restricting his computer use. i need to know how to keep him from using any programs but safari (or any browser), MS Word, and the like. she wants an adult site blocker that really works (hes not computer-literate enough to know what a proxy is, so were good there). and he shouldnt be able to install programs, or mess with any settings (we all know how much time changing the desktop can waste).
could i do this by making separate user accounts? this needs to affect a jaguar 10.2 computer. if so, how do i set up the accounts so that all of this happens?
can anyone recommend a good adult filter?

He should have a non-admin account already.
You might have to restrict permissions a bit, I haven't tried using a non-admin account.
The best adult filter: adult supervision.

agreed, 100%. however, thats impossible, all the time. hes 13 and has to have access to the computer for homework- also, my mom works part time, so there are a considerable amount of hours where hes alone in the house.

In System Preferences for Panther, under Accounts you can make a non-Admin account use Simple Finder instead of Finder, which locks them out of the desktop (hence any access to the hdd), and you can restrict programs. However, I'm not sure if that's available in Jaguar (never really used it).
