Restricting access in Internet Explorer

I was wondering if anyone knows how to either disable or lock out the tool-internet options menu in Internet Explorer. I know its possible as my school does it. (these options are either grayed out or says access denied). Could the school be using an exclusive version of IE, or is that a feature common in every version?
 
I'm pretty sure that you have to move or remove the inetcpl.cpl file from the windows\system directory (I believe that is where it is...) I read about this on MS' site a couple days ago
