restricted bandwith w/WAN

Im using a Linksys WUSB11, I know some have had nothing but nitemares with these and I already know of the Zero access setting problem with lagging the net.

Using WinXP task manager it shows only about 20% of the bandwidth used, I at first thought this was the difference showing between the usb port and the WAN but even in a usb v1 port it only uses 20% of the bandwidth and a tranfer around 150k where it should be about 1.2M.
What and where is this set at????.
Games are fine with this but moving files around just sucks.

Windows networking makes file transfers a pain. It will never max out your connection, try FTPing files across if it bothers you that bad. Another thing to keep in mind is that your 11 Mbps USB port or your 100 Mbps NIC is already capable of delivery more data than what your Internet connection is rated for. Bare that in mind as well.
