Can you selectively restore a single app to your iPhone? For example - developer publishes a new version of an app that turns out to be beyond horrible. The older version is not available via public download. But, the last time I synced my phone, it had the prior version. Can I blow away the app on the phone and sync just that app back to the phone?

Keep in mind that apps are signed. As long as you're not trying to jump accounts, what you propose will work. If you have the signed .app file for the previous version, then yes, you can just delete it off of the phone and re-import the older app into iTunes.
