Restart Problems

I recently upgraded my computer to what it is in my rig profile below, but it was doing this before just in a different way. Well the problem is that when I try and install something and it requires a restart, it just hangs there after after windows closes and shows a blinking cursor in the upper left corner and the mouse icon is streched and is a lot longer. Then I manually restart it, Windows loads and freezes loading, shuts down, and when I restart it again I have to run safe mode, and restart it again. I would be fine with this, but I had to format my hard drive after I upgraded. :frown: Please someone help me I'm very despirate, I would be running XP if I had the money for it and the only reason I have ME is because I upgraded it from 95 a year ago.
