Restart problems with second video card installed

I'm looking for some help. I have a new Dell system with an NVidia GeForce Ultra card in the AGP slot. I added a an EVGA e-GeForce 2MX card in the PCI slot to run the second monitor. Without the PCI card the system restarts. With the PCI card installed, I cannot restart. I can shut down, but when restart is selected, the monitors go off, but the system will not restart. It will also not power off without pulling out the plug. OS is Win ME. Any ideas?
