Restart loop before POST

I just got a Socket A motherboard in the mail today from newegg (Winfast 748K7AA) to replace one that was really noisy. When i turn the power on though, it goes to the first screen, the one giving you the video card information, and then it goes black like its going to a different screen but then it just restarts. It keeps doing the same thing, restart, first screen, then restart. I've reset the CMOS and checked all the connections. Everything seems to power up, the disks spin and fans whirl.

I'm hoping it's not a defective motherboard and ill have to RMA. I know it's not any of the components because they worked perfectly in the other mobo. Anyone have any suggestions?
 
Or even though it sucks, it sounds like it very well could be the motherboard. If you really want to you could try putting all the hardware back onto the original mobo and if it boots up then it probrably is defective.
 
Ya i'm using the other mobo now so all components are working. Magnus, it's a high pitch noise coming from between the I/O plate and CPU, maybe a loose capacitor or something and the noise starts at the windows xp login screen. So i guess i'll have to return the mobo 🙁.
