Resizing a partition

I currently have the OS on a 150GB hdd and was wondering if resizing it so that the partition OS is about 20GB would improve performance. I've heard that having a small OS partition will place the files on the inner part of the hdd for faster access but want to confirm this. Thanks.
 
Just resizing the partition won't change the location, you have to do that separately. But putting them on either rim of the platters won't help much. The inner parts of the disk may have higher throughput but you're more affected by seek latency except for special cases where huge portions of a file are read all at once.
