no you do not...most new manufactured computers no longer include floppy drives, but they are very useful to have since lots of drivers still come on floppys

You do not need a floppy drive to install Windows as long as you have a bootable CD ROM drive and the required OS media.
Not connecting a floppy drive will not mess up you IRQs - the IRQ will remain unassigned at worst.
What you *do* need a floppy drive for is if you are installing an SATA HDD or SATA RAID on a motherboard that does not offer native support for these devices. In this case, you'll need to hit F6 during the initial Win XP installation to provide the HDD driver via floppy.
