Trump said late Friday afternoon that he plans to fire “a lot” of federal workers in retaliation for the government shutdown, vowing to target those deemed to be aligned with the Democratic Party.

“We figure they started this thing, so they should be Democrat-oriented,” Trump said, placing blame for the shutdown on Democratic lawmakers.

Trump did not provide details on what qualified the affected workers as “Democrat-oriented.”

The damage is done. From what I hear, this was the last straw for many. I know some folks who already had offers abroad that they are likely to take now.
It's particularly gauling that Vought is behind all this stuff. His kid with cystic fibrosis greatly benefited from US government public health and research, and he comes along laughing like a supervillain with a chainsaw to the entire apparatus.

I don't think that some of the scientist would even try to return, specially if they are on critical projects. That's without going the Russian way.
It's hard to say.

Despite conservative propaganda about government workers, many, particularly in agencies like CDC, EPA, etc believe in their agency's mission and don't necessarily want to leave. But yes, some surely have been looking at other opportunities and leaving. I imagine it will also depend where each person is. If you're near pharma hubs and stuff, it can be easier to jump; but if you're further afield, leaving means also likely moving, which makes it harder to go.
