AFAIK, baggage handlers do NOT have the right to search luggage. Their sole purpose is to load and unload luggage. Airline reps must bring baggage to a customs inspector to have it searched.

I was under the inspection that baggage handlers randomly search bags... or am I wrong? It's been a few months since I've flown.

The people the article talk about are the people who now check all bags for explosive residue and such.

Agents of the TSA screen all bags, and also do random hand checks.
