Paypal really can't be improved upon if you really look at it. I'd be welling to bet a large portion of the paypal complaints are from people who didn't follow the Seller Protection Policy (ie: "I sent someone a $300 item via first class mail and they claimed they never got it so paypal took the money back"). The only thing they could do differently is charge smaller fees.

This is probably the first bad thing Google will have done. People will end up hating Google after they've been screwed out of a transaction (either as a buyer or seller) and take it personally. Since Google is aiming for branding their name on everything else they have, it's going to hurt them a lot in the long-run.
The whole credit card payment system is flawed, with the card companies siding with the consumer all too often. Fraud? Open databases? They don't care. Just stiffing the vendor is a lot easier than providing real solutions. Payment processors have no choice but to pass back chargebacks to their clients. Google will be no exception.
The only possible way Google could have some leverage over payment issues is for them to have their own auction system, whereby sellers and buyers could have a far better system than how ebay is now. Otherwise, Google's move into payment processing is a big mistake that's going to haunt them big time.
