I've seen them do it. They use a fork like device called a minute man. Simply because it takes less then a min so you can get the car and get the hell out. Minimizing the chance that the owner sees you with it. Anyway. They try to get it from the front to avoid damaging the transmission. The parking brake on almost all cars is cable tensioned so it's not real tight on the rotar. The rear wheels will move if you pull on the car hard enough or they will simply screech across the ashphalt. If they have to pull from the rear the parking prawl gear that holds the car in Park has enough force to hold it so that the wheels will screech while he's pulling the car out of the parking space. So he simply pulls it out of the space just enough and go around the front to hook it up. Sometimes they just use a flat bed which makes things real easy.
