Dumb question: Can I use this just as a VCR? That is, I don't want to pay for the service, I just want to be able to set record times manually......like a VCR.

No, you HAVE to subscribe with ReplayTV. Tivo you can use as a VCR, but it has nag screens...

One of the $50 rebates was a mother's day promotion, which started after the company was sold. I wouldn't worry about them paying it. There's a note on sonicblue's site from the new owners saying they plan to keep replaytv going.
