I think you meant - YES, he can use the Repair Install, if the Safe Mode method fails, correct...?

IMO, Repair Install is the only way NOT to miss anything, and let the Windows find all the components and drivers properly.

You do not have to guess - "do I need this driver, do I need that driver". If you can "afford" experimentation, and potential stability problems that you know how to address, go for the Safe Mode. Clean the registry after you're done, though!

But for the general peace of mind, I would just do the Repair Install...
