Replacement windows?

the windows on my 1993 townhouse are the original.
it leaks air and I see water vapor in-between some of the panes.
(all windows are double pane.)

I live in va.
heard it takes 10-15yrs to breakeven?

when should one replace non-cracked windows?

Well, you could just get the panes that are leaking replaced instead of going through the expense of having pocket/replacement windows installed. Any local glass shop should be able to order double pane sashes or just replace the glass. Depending on how many windows and what type of finish you want, replacement windows can be very pricey. Depending on the area they may not pay off on resale either over functional and repaired older windows.
