Can I rent one?

I have a business trip in Henderson, and Las Vegas Nevada next week, and then a flight to La Mesa California. I am going to need a car for about 4 days each week.

Is it possible for me to rent a car being under the age of 21?

Enterprise says no, and it seems Hertz was that way too..

I know a car rental dealership that rents to minors. Its half the price of a normal car rental place too. Keep in mind, the cars arent as nice, but they do offer minor rental for no extra fee.

I'm no expert, but my guess would be they buy a new car, rent it til it racks up some miles then sell it off before it's value has depreciated too much... Step 3: Profit.

At least that's what I'd do. Renting out a car that could die on a customer would be bad for business.

Quite close actually. The guys buys totalled Cavaliers, Tauruses and Sun Birds. It takes him about $3000 to get the cars looking nice and operable. They are actually pretty decent cars. The one I rented had a small rattle in the dash and the right door was a tiny bit hard to open (I barely noticed). But for $25 a day. You cant beat it.

Its not a national agency. I think there is only one place.

Yah, my ex-gf bought a rental fleet car with 20k miles for $8000. Pretty good deal for the car.

Businesses usually have corporate accounts (#1 Club Gold, Avis Preferred, National Emerald Club, etc.) that often waive underage driver fees/restrictions.
 
Most will allow it, but they'll tack on an underage driver penalty. Depending on the carrier, it could be rather steep.
