no, they'll hit 15k whenever they want, especially in qualifying. the 2014 fuel rules allow for 100kg fuel to cover 2 hours / 200 miles, at a maximum rate of 100kg/hour. the pre-season fears of running out of gas have proved wrong - they easily make the same power for the same duration, using about half the fuel. all it takes is money...

But you can't ever exceed the 100kg/hr rate. There is a live fuel flow data feed.

They aren't worried about running out of fuel, but about cracking that rate during the race.

early on, naysayers were expecting cars running dry and lots of very slow laps. they were totally wrong, since modern f1 has always run with just enough fuel load and not 1 drop more. there are always a few fuel-saving laps or an entire phase during a race, but it doesn't hurt the action. 1 safety car and they can run full revs, full rich for the rest of the race, anyway.
 
There's two fuel requirements: one is the total fuel usage and the other is the instantaneous fuel usage.

Even if you don't use all the gas early in the race, you can never exceed that instantaneous limit later. You'll always have a power limit within some number because of that limit. You're just forced to carry extra fuel for the rest of the race.

Your "full rich and full revs" setting cannot burn fuel at a rate greater than 100kg/hr.

It doesn't matter if you saved fuel and have plenty left and only 5 laps to go and would like to run down Massa for 3rd place.

Your fuel flow rate is limited to 100kg/hr.

The same rate it was limited to at the start of the race.

Sometimes they will run less than 100kg/hr to save fuel if they aren't looking like they'll make it to the end of the race.

again, yes. except, they would never save more fuel that they need. once the fuel target is reached, leave it all on the track.

are we arguing? i hope not, because it would be super silly to argue with someone that your in complete agreement with 😛
