Removing steps on a truck

ok, I want to remove the steps from my truck as they are extremely slippery in the winter and are rusting through. Below are pics of the mounts. What I need to know is what parts should I remove.

Will those round parts come off?
 
Do you mean the rubber round part, or the metal round part? The rubber round part is your body mount. The metal round part is a washer, it will come off with the bolt, it's a seperate piece. Remove the bolt and the step will come off, do it one bolt at a time.

EDIT: I'd start hitting it with penetrating oil now. DO NOT break those bolts. Losing body mounts isn't that good 😉
 
Yes, you need to put the bolts back in.

No, the body mount won't go anywhere while you have the bolt out. Just don't drive it.
