Removing or moving the Action Center slide-out in Win10?

I've got Win10 on my PC and tablet now, "up"graded from Win7.
I'll make a separate thread about the tablet's other problem that may have no solution, namely that flicks/swipes no longer work by touching the screen, but instead now require the stylus. I guess we're interfacing like a 15-year-old Palm Pilot now.

The other issue: The Action Center that slides out on the right side can't seem to be disabled or moved.
The problem is that when I move my finger over to the side to use a window's scroll bar, the Action Center almost always slides out and gets in the way.
I've tried all three options on this page.
- The first option there only disables the Action Center icon on the Taskbar.
- 2nd option: Use gpedit.msc to enable the "remove notifications and action center" toggle. No effect.
- 3rd option: Use a registry key to disable the Action Center. No effect.

There's not even a way of moving it to the left side of the screen, where it should be a little less obtrusive.

I have an HP Stream 7 that I have upgraded to W10.

In order to get the Action Center to slide out without using the button in the notification area of the taskbar I have to actually swipe in from the right as it is designed.

Just placing my finger/stylus on the right side of the screen and scrolling a window up and down doesn't slide it out as you say.

Seems either your tablet is real sensitive to the slightest horizontal movement of your finger/stylus or the way you slide your finger up and down somehow makes the OS think you're attempting to swipe in from the right...maybe your finger/stylus movement up and down is not as straight as you think it is or something.

From what I can gather you can not move the placement of the Action Center...it is hard-coded to be on the right side.

I think there is something wrong with your tablet, maybe missing drivers or touch settings are messed up. I cannot open the action center on my Surface unless I am swiping in from the right. I can poke all day on the edge, it won't open.

Another user on a forum reported that resting a palm on the screen while writing with the stylus will result in the Action Center appearing too.
In Win7, my method of finding the scroll bar by touch alone was admittedly to feel for the physical edge of the tablet, and yes, swipe inward by a touch-memorized distance to reach the scroll bar on a typical window.
Now I need to be sure to focus visually on my finger to ensure that I stay on target, and to avoid any leftward motion whatsoever. It's just another annoyance that's made the tablet slightly more difficult to use.

And, again, I'm not the only one who's got a problem with this.

If it's hard-coded to be on the right, is there any other setting in gpedit.msc that can make it go away, or another registry tweak that someone here might know about? (Other than the one that says "Remove Notifications and Action Center" that apparently doesn't do that.)

Otherwise, I can leave feedback through the built-in interface and see if they at least allow it to be moved to another side of the screen, or even disable it completely. Given how many settings and customizations they now have in Windows, it's surprising that something fairly simple like that isn't in there as well.

...that's the exact link I have in my post. I tried all three of the methods they have there. The slide-out Action Center is still present.

ahh.. whoopss, my bad, should have looked at the link fully instead of just hovering over it
unfortunately about all i find is variations on that
