I'm looking into software for use by a small business owner who wants access to his business network (2 PCs) from home. Does anyone have any recommendations?

I personally use Remote Administrator, and have PCAnywhere installed on a server at work. Going via a 64k connection with Radmin is quicker than a 100mbps connection with PCAnywhere in my experience!!

Not used VNC so can't comment on the speed of that :)

I would recommend VNC, but then I would also recommend a firewall on both ends that would allow VPN'ing into the office.

If he just wants access to his network files, then vpn will do. To remotely control the pc's you'll need one of the mentioned products. Also, windows xp's remote desktop is good for remote control, any OS can connect, the pc being controlled has to be running windows xp.
