The lack of detection is mainly due to operator error. There can be operator error while doing a full body pat down or strip search with the same result.
A Full body scan is not the system, simply one part of the system.
The only thing that upsets me is the saving of all images. While saving images for a short period of time may be necessary for court cases, audit, ect there should be no way that unauthorized persons can access these files or anyway to remove those files from the system.
Thats false. The scanners just don;t work/pick up items. You can read many places. The fact is we were lied to. They produce more radaition then they say, they can save the pictures, and they would not have stopped the underwear bomber.

The problem is these scanners cant find items which have a low density, such as powder, many liquids or thin plastics. They cant detect any object having the same or lower density than clothing.
They cant detect explosives in the form of a fine powder like that used in the attempted bombing of Flight 253. Neither the backscatter x-ray or MMW scanner could have detected the Panty Bombers explosive in the airport.
