1.) The Senate had previously passed the ACA with 60 votes. (this was before the death of Ted Kennedy)
2.) The House took up the Senate version of the bill and passed it.
3.) Both passed a reconciliation bill (that can't be filibustered) in order to add in various amendments. This served as a form of as-hoc conference committee.
4.) Obama signed it.
