Dems owned the House back then. Not one house Repub voted for it.

But how did it get passed in the Senate?
Dems did not have the 60 votes to override a filibuster. (They had 59? including independants)

So 1 Repub sided w/them?
if so, who and why?

It was essentially a bastard mix of the Republican alternative to Hillarycare and Romneycare that they thought would have no chance of working as passed. AS long as it was a crippled form of the original Democratic Single Payer Plan they liked it.

People love free handouts. And medicine was already overpriced. They honestly believed ACA would help them.

1 Republican did vote for it...

http://en.wikipedia.org/wiki/Joseph_Cao
"Cao was the only Republican to vote for the draft Affordable Health Care for America Act (H.R. 3962) on November 7, 2009.Yet Cao, because of concerns of alleged public funding for elective abortion provisions, joined the rest of his party in opposing the final version, the Patient Protection and Affordable Care Act."

Mind you the Republican whip was standing right next to him when he voted. So they made sure he was watched when he voted.

Note the key word DRAFT.

  • July 7- Al Franken (D-MN) was sworn in as Senator after a contentious recount fight with the
incumbent, Norm Coleman (R). Franken’s seating gives the Democrats a 60th Senator, meaning
they can use only Democratic votes to overcome any filibuster of legislation and pass bills with
    only Democratic support.
  • December 23- The Senate votes to break a filibuster on their version of health care legislation,
the Patient Protection and Affordable Care Act, by a vote of 60-39, with every Democrat voting
yes and every Republican voting no.
  • December 24- The Senate votes to approve the Patient Protection and Affordable Care Act by a
vote of 60-39, with every Democrat voting yes and every Republican voting no
.

1.) The Senate had previously passed the ACA with 60 votes. (this was before the death of Ted Kennedy)

2.) The House took up the Senate version of the bill and passed it.

3.) Both passed a reconciliation bill (that can't be filibustered) in order to add in various amendments. This served as a form of as-hoc conference committee.

4.) Obama signed it.

yeah, but how did the Senate pass it in the 1st place?
Thought the Dems never had 60 seats (dems + independants)? the closest was 59 during Obama's time?

They had 60 from when Franken was sworn in until Kennedy died.

Not sure why you're listing the Senate history there, Cao was in the House.

Original question was why was it able to get by the Senate filibuster

But how did it get passed in the Senate?

The Dems had the 60 votes with the independent (Lieberman) and Kennedy interim replacement.

5. The POTUS issued executive orders numerous times to massage/change a congressionally passed law to meet his political objectives.

6. To date the law hasn't been fully implemented.
