Reinstalling XP... can I keep my old settings?

I have not done a fresh install of XP for a long time, and it's starting to show. Getting more and more sluggish, and now I'm getting BSOD when I do extended heavy use on my CPU. Specifically I'm trying to rip a file from my MiniDV camera to a DVD. I get about 30-40 minutes in, and then BSOD. My temps are only getting to around 43c, so that's not the problem.

I think it's time for a fresh XP install, but I have a lot of stuff set up that I don't want to lose. If I use that built in "documents and settings transfer" function (or whatever it's called), will that help me get a better install or will it just carry over my problems? Is there anything else I should try? I've got a rather complicated setup so everything in the "my pictures", "my documents", etc is all organized for my family, and I'd like to keep that.
 
Well if all the stuff is already organized in My Documents, then it would be easy. Just slap in a new HDD, install XP, then copy what's in my Documents to your new My Documents folder.
 
That was only one of several reasons that I want to keep my settings. Now, does anyone have experience with the settings transfer function?
