Regarding USB ports on back of PX4-266 mainboard

I've just recently put together a PC for my brother featuring a PX4B-S mainboard. No unpowered USB devices seem to work; when plugged into either the front or back of the computer, nothing happens. The PC does not recognize a device has been added because --I presume-- no power is being given to the device. This goes for mice (I have a Microsoft Intellimouse Optical, and the front light is not illuminating), keyboards, and most especially scanners.

I have a Canon CanoScan N1240U which works with all of my other computers both Macs and PCs, but not this PC for some reason. It is not recognized because it is not getting any power. All drives have been loaded.

I could not find any reference to any jumpers or power connecters needed to be set for the two on-board USB ports.

What am I doing wrong?
