Refusing Online Purchases (ie UPS or FEDEX package)

Is it true that if you refuse a package, the retailer must credit you back for the full amount? I have an officemax package coming tomorrow but decided that I don't want it anymore so I'm thinking about refusing the package to save me a trip to officemax. I was just wondering how come they have to do that because won't the retailer lose money on shipping or does UPS or Fedex reimburse them? Thanks.
