REfresh rates in 3D?

Is there a way to specify refresh rates in win2k for Direct 3D or OpenGL.
I know I can do it for the desktop, but there are no options for games, quake3, starcraft, etc.

I know that in win9x each resolution had a registry key and you could manually set the refresh rate for each resolution, but win2k seems to be missing that.

any ideas?
